In June 2018, the Ministry of the Environment and the Fight against Climate Change unveiled the 2018-2030 Quebec Water Strategy (SQE) and its first 2018-2023 Action Plan. The SQE has seven orientations, one of which aims to acquire and share the best knowledge about water. Measure 6.3.1 of the Action Plan, endowed with an envelope of $ 1 million for the period 2019-2023, specifically targets the establishment of a research consortium dedicated to water (Osmoz).
